This is impossible and will never happen. The FCC would never allow Google to buyout the amount of business required to do that, and that's only domestically in the United States. There are a number of small businesses Google wouldn't be interested in buying, most international small web based businesses. Therefor Google will never own the entire internet.
I think that means the means is no longer on the internet, or your internet isn't working properly.
It's for Anti SOPA (Stop Online Piracy Act). Many companies such as: Google; Twitter; Facebook; Wikipedia etc, are against it, they believe that the internet will no longer be 'free'. Google said- "Stop Piracy, Not Liberty".
Unfortunately, Google Base is no longer functioning and cannot be used at all at this time. It was discontinued by Google on June 1st, 2011. It did seem to be a very easy to use place to make your personal content searchable on the internet, however.

You type in the information you are seeking. Wait a few seconds, or longer if you have terrible internet connection. Once the screen loads you are able to access what ever information that you were seeking.
First you may want to delete anything you no longer use. If you still need space delete internet explorer, if you need it again its free to download.
It all depends. On the speed of your internet, RAM, and how big the file is. The bigger file the longer. The slower internet the longer. The less ram even longer.
