Simple. But you have many choices.
1. If you're using a type of internet such as Internet Explorer, that may be the reason. Even if it is Mozilla Firefox.
If you wish to change that type of internet, you can download 2 other types of internets.
The first is Mozilla Firefox. It is high speed for most computers.
Or (my favorite) Google Chrome. You can go straight to the Goggle Home Page and then by the top, right corner, it should say that you can download Google Chrome.

I think you mean slow down and speed up. slow down =slow, speed up=fast
Buffering itself is not a "problem", and is thus not something you "resolve." Buffering is the process of retrieving data and processing it while still receiving more. Buffering is a natural part of viewing videos on YouTube, or listening to streaming music. Long pauses while waiting for the buffer to fill up, or buffering stopping altogether can be caused by a number of problems, most commonly a slow connection speed. It can also be caused by a problem on the server, or a lack of space on your hard drive (or other storage device).

Nothing happens to the forces. The forces are what makes the thing speed up or slow down.
The bottleneck is how fast your computer can download files. Purchasing a faster speed plan or changing ISPs is probably the only real solution.
