While Cuba was a Spanish colony until 1895 when Cuba went to war with Spain for independence, it wasn't until after the Spanish-American War in 1898 that Cuba first came under U.S. of America's protection on a temporary basis along with Puerto Rico, Guam, and the Philippines being ceded with more indefinite colonial authority when Spain asked for peace.

In 1902, Cuba declared its independence from the U.S., which had been guaranteed in the Teller Amendment, enacted 5 days prior to the start of the Spanish-American War. However, the Platt Amendment, passed by Congress in 1901 with conditions for withdrawal of troops from Cuba, allowed the U.S. certain military rights.

So while Cuba regained self rule, the other former Spanish colonies ceded in 1898 were annexed. Subsequently, radical politics, Dictatorship, socialist and communist ways of thinking resulted in Cuba operating under a one party system since 1965, rather than what the U.S. hoped would be democratic sympathies.
