Anastasio Bustamante was the fourth president of Mexico. He served three terms and was exiled twice to Europe. He also signed the law of April 6th, 1830, which outlawed more Texan colonists (Anglo Americans) from immigrating to Texas, canceled unfulfilled empressario grants, encouraged Mexican/European settlers to move to Texas, outlawed slavery, built new Mexican forts and presidios, and placed custom duties (taxes) on all goods coming from the U.S. into Texas.
