Are you sure they cut them? I lived in Asia for 2 years and lots of cats are born with stubby tails or bent tails that break off as kittens. It's quite unusual to see a full tailed cat. This was Thailand and Philippines but imagine it's the same. I cab confirm I've seen the cats born like this and no cutting involved.
