Italy and Japan were part of the allies in ww1 so they only had benefits from the treaty (don't know if japan signed it)
the reason why they were allies in ww2 was that Italy wanted to expand and conquer parts of Africa. and japan because the USA was cutting of their oil import which damaged their industry
