Assuming you are referring to the standoff at the Branch-Davidian compound - although conspiracy theories abound there were enough news media on the scene to record and confirm that the first shot(s) were fired by the Branch-Davidian members.
The David Koresh compound, also known as the Mount Carmel Center, was located near Waco, Texas. It was the site of the infamous Waco siege in 1993 involving the Branch Davidian religious sect led by David Koresh.

David Koresh had a total of around 14 children. However, the exact number can be somewhat unclear due to the nature of his relationships and the circumstances surrounding his life at the Branch Davidian compound. Some of his children were born to him and his followers while others were born before he assumed leadership of the group.
You're thinking of the siege of the Branch Davidian compound at Mount Carmel which lasted from February to April of 1993. After a botched raid by the BATF, a standoff ensued, which ultimately ended up with the FBI trying to flush the Branch Davidians out using an M728 CEV modified to dispense CS tear gas, and David Koresh ordering the incineration of the compound at Mount Carmel. The incident has done much to fuel the imaginations of conspiracy theorists, particularly far right anti-government sorts.
