The provisions of Lincoln's Plan of Reconstruction were incorporated into a peace convention, which the Radical Republicans and the officers of the federal government found too much favourable towards the former Confederate States.

In few words they thought that the war had not been fought to end in what it would have meant a virtual recognition of Southern sovereignty.
