I assume this question relates to the American Civil War. There was no official No Quarter policy against black soldiers. In general "No Quarter" means that you do not take prisoners. It is signified by a Black Flag which is where the pirate flag gets its origin. The official stance of the Confederate States was that any black soldier caught in uniform would be treated as an escaped slave and be returned to his master. On 12 April 1864, General Forrest attacked and overwhelmed Fort Pillow, TN. The Confederates had 1500 men and the Union had about 550, of which half were black soldiers with little battle experience. Over half of the Union were killed and most of them were black. One of the main problems with the heavy loss of life was that the Union commander of the fort was killed early in the day and they lacked leadership who could make the surrender. Many didn't want to surrender because they didn't want to be put back into slavery---this resulted in many unnecessary deaths. After the war, General Sherman investigated Gen Forrest on the the claims of war attrocity and could not find any evidence. In this battle and others, there were some crys of "No Quarter" by an officer. Col. Robert McCullock was one Confederate cavalry leader who was known for this. But again, this was not an official policy of the Confederate States government or its military commanders.

The movie Glory depicts Black Union infantry during the Civil war. The name "Buffalo Soldiers" was given to Black Cavalry by the Native Americans against whom they fought during the "Indian Wars" of the 1870s.Therefore Glory is not any sort of depiction of Buffalo Soldiers.
