1. Ontario did not exist prior to Confederation. Therefore it could not have "joined" Confederation. 2. Confederation occurred almost 150 years ago. It is a little late to be discussing such a question.

Newfoundland joined confederation on the 31 March 1949 as the tenth Canadian province.
They didn't have a choice, they were transferred to Canada in a deal with Britain.
Why indeed? The majority of Nova Scotians did not want to join which was made very clear when they elected representatives wanting Nova Scotia to leave Confederation.

Well, originally, New Brunswick wanted to join with Nova Scotia and PEI in a Maritime Union, but when John A. McDonald and George Brown got themselves in invited to the meetings, they persuaded Nova Scotia and New Brunswick to join Confederation. PEI did NOT join at this time because they felt no need.
The last province to join Confederation was Newfoundland, in 1949. The last territory to join Canada was Nunavut, in 1999.
They didn't want to join because the Canadian Government wanted a big cut of the natural resources of both provinces...
Since they have yet to accept the Canadian Constitution some would say they have not joined, but they were in right from the start, 1867. They along with Ontario were Canada so one could say other provinces joined their Confederation.

Laurier was Prime Minster when Alberta and Saskatchewan were established as provinces, but he did not have to convince them to join Canada. The two provinces were created out of the Northwest Territories; which was already Canadian territory.
