∙ 13y agoNearly everyone at the constitutional convention wanted those things (notable exceptions include Madison who said a bill of rights was unnecessary; and Wilson who wanted a very democratic government with little state-sovereignty), however, there were 3 members of the convention who actually refused to sign the constitution because it did not contain a Bill of Rights. These are:
