The first 3 states to ratify the US Constitution (sent to states September 28, 1787):
Nearly everyone at the constitutional convention wanted those things (notable exceptions include Madison who said a bill of rights was unnecessary; and Wilson who wanted a very democratic government with little state-sovereignty), however, there were 3 members of the convention who actually refused to sign the constitution because it did not contain a Bill of Rights. These are:

North Carolina originally did not ratify the Constitution. They chose to wait for the Bill of Rights to be added. Once the Bill of Rights was added, anti Federalists stopped their opposition to join the United States.
