They were located on the coast and close to a harbor. There was an abundant supply of lumber and other Natural Resources. There was ship building expertise amonf the inhabitants. There was also a need for ships - this is an early example of capitalism.

In addition, small farms which grew crops that only required short growing seasons, and were hardy enough to stand the usual chilly weather, also flourished.
