To complete the level you have to beat the aliens to the power plant, pick up the toxic waste and drive back. A big impact will destroy the toxic waste and you'll have to go back for some more. Just past The Simpsons house you have to get away from the alien car. This level takes a bit of time but you will eventually get it.
