The DLC (Data Link Connector) or OBD-II port for the 2000 Land Rover Discovery II is typically located beneath the dashboard on the driver's side. It can usually be found near the steering column, often above the pedals or slightly to the left. Sometimes it may be obscured by trim or panels, so you may need to look closely or remove any coverings to access it.
By law in the US the OBD II DLC (Data Link Connector) has to be within 18" of the steering column.

It is OBD2. OBD3 is not out yet, and the OBD2 was REQUIRED in 1996. Ford actually started using OBD2 in 1994 even though not yet required. You can always look for the 16 pin DLC on the drivers side of the vehicle somewere around the underside of the dashboard, usually about knee hight. Obd vehicles the connector could be anywere and have any shape, and amount of pins but are usually located in fender, under the hood. I hope this answers you question.
