If the leak is in the Plumbing, you can get a qualified leak detection company repair the broken pipe, skimmer, or other area where the leak exists. If the leak is in the surface of the pool (such as a hole, or through cracks in the surface), coating the pool with a new fiberglass surface is your best bet. Fiberglass can be applied over plaster, aggregate (pebble-tec), vinyl liners, and virtually any other surface. You can see a video here:

That all depends on the type and location of the leak. You just can't patch leaks in the filter tank body. Not a good idea. Leaks around joints that would have o-rings or gaskets between them are most always repairable.

It depends on how big the leak is...

You'll have to get it dry and clean that's for sure. Then find a patch kit that correlates to the type of material used in the liner. That will only work if the leak is small enough. Be sure and use a cleaning solvent that makes the liner receptive to the patch material.

EDIT: This is not correct. Today's repair methods for pool liners do not require the liner to be dry. In fact, if you remove the water from a liner pool, the liner is likely to shrink and will not easily restretch, so it is preferred to keep the water in the pool when doing the repair!

That depends on what kind of pool you have. If its an inflatable pool or a plastic kiddy pool then you drain the water,patch up the leakage area with water proof tape and if that works then you know that it's fixed. If its the kind of pool that is dug into the ground then you might need to call someone that can fix pools.
