They didn't lose the most people in WWI. The Russians did and that's because they had the most people to lose. Russia didn't care who died. They didn't have upgraded weaponry to defend or attack. On the Russian field, 1 out of 10 guns would work. The idea was that no matter how many Russians were killed, the other countries would run out of people first.
