To a great extent it was created by the document that concluded WWI. The Treaty of Versailles contained provisions mandating concessions by Germany that were simply unrealistic. The reparations that it mandated was the equivalent of $382 billion in 2010. The Treaty was blamed by Germany for the hyperinflation and economic collapse. The crisis in the Ruhr, the blatant violations of military limitations, the annexation of Austria and the Sudetenland and finally the invasion of Poland. For Europe at least, the War to End all Wars had never really been concluded.

For the United States it was a matter of becoming the Bread Basket of the World and Lend Lease programs without direct involvement until the Day of Infamy. Pearl Harbor could never be ignored and was the basis for US entry into WWII.
