Well first, make sure your parents know you are responsible. If you think you aren't responsible, become responsible. How? Well, I'll let you figure that part out by yourself!
Next, Do chores around the house. Make it spotless! Then your parents will appreciate your help.
Then, have a good attitude. If your dad or mom asks you to do something, do it!
After about a month of keeping this good work up, sit your parents down and tell them you'd like a horse.
WARNING! Take riding lessons, learn about equine first aid, safety and everything you can about horses until you're an expert! If you don't know how to take care of one, wait until you feel you can!
Here's a few questions to ask yourself. If you say an HONEST yes to every one of them, you're ready for a horse. If you say yes to some, try and improve your skills. If you say no to every/ almost every one, yikes! You need some work!
-I know how to thouroghly groom a horse.
-I know how to ride a horse (walk, trot, canter, poles, etc.)
-I know not to lose my temper around a horse.
-I know my horse markings, breeds and colors.
-I know how to catch/release a horse into the pasture or field.
-I can recognize if a horse is ill by looking or toughing it.
-I know what to feed and how much to feed a horse.
-I have lots of experience (5+ years recommended) with equines.
-I know how to properly tack and untack a horse.
-I know ALL the safety rules for being around, riding, and caring for a horse.
-I am aware of the injuries that may happen if I am hurt by an equine- related event
-I know how to muck the stalls.
-I know all parts of the horse and where they are located.
-I know the different types of tack, horses, and horse behavior.
-I know how to properly dress for riding/ being around horses.
-I know the expenses for owning a horse.
Again, these are only a few questions.
Other than taking riding lessons, get more familiar with horses and barn chores. Apply for a job at the barn if you'd like to. You could start out as volunteer work and then you can ask to start being paid. But if you were a true horse lover, you would like to be around horses even without being paid, right? :)
Owning a horse is a HUUUUUGE responsibility, not to mention loads of money. Why don't you start out with leasing a horse. Leaseing a horse means that you do not own a horse, but you share it. The owner takes care of the medications, vet bills and appointments, boarding payments, etc. All you have to do is ride, feed, groom, turn out etc. the horse. All you have to pay for is sharing the horse.
Now let's talk about locations. If you live in the city, chances of getting or riding a horse are very slim. This is because there aren't many barns in the city, unfortunately. If you live in a small town, there's plenty of barns to ride at. No problem there. If you live in the country, there's a huge chance of being around horses.
I want to remind you not to limit your thoughts about owning/ leasing a horse here. If you're serious about horses and truly care about them, here's some tips to make your dreams of owning a horse become a little more realistic:
-Take riding lessons
-Work at the barn as a volunteer, then maybe earn cash
-Brush up on the books! Visit a library and get some info.
-Find friends who have lessons or horses of their own and go with them to the barn.
-Watch horse shows on TV, at a stadium, barn, anywhere you can.
-Make up quizzes for yourself, answer the questions, then grade yourself. This is a great way to test your knowledge.
-Watch your friend's riding lessons
-Research on the internet. You can do anything with Google!
-Visit local/ online shops that sell tack, horses, etc.
There's MUCH more information to know. I repeat: MUCH MORE!! :)
But I believe in you!! There's no dream that is too hard to reach.
I'm an experienced rider who knows much about horses. Sadly, there's not enough time (or strength in my fingers) to type all there is you need to know. With a little hope and a lot of knowledge, you can reach your dream and own a horse.

i complety understand you! it depends what type of pet. if its a dog then first decide if your in enough and if its possible to get one. if it is then start begging! and show your parents how responsible you are. you could offer to take a neighbours dog out for a walk then do it a lot and say something lke "i wish I had a dog" ALOT! if your after a smaller pet then just beg & blieve me you`ll get round them!
Take horseback riding lessons and pretend it's your horse and if that does not work or if its to expensive then try and prove to your parents that your Mature & Responsible.Good Luck

It completely depends on the breed, there are no set hights for foals, it depends on breed and height of parents.

I know how hard it is to convince your parents that your old enough for such a responsibility. I'm 11 and had to convince my parents I could handle it too. The first thing to do is take riding lessons if you already don't. After a few months of riding lessons ask your parents about leasing a horse on quarter, half, or full lease. This will show your parents you're ready for a full time responsibility of owning a horse. You should also try to act mature at home too. Try sitting your parents down and calming explaining to them about why you think you're responsible enough for this. If they say no the first time don't scream at them. This makes no one happy. Try sorting out another soloution with them instead of going straight to buying a horse. I rode for 4 years in lessons since I was six, leased a horse for 8 months on a half then full lease, then finNALLY got my first horse last YEAR AFTER SIX YEARS of riding. Hope you get your dream pony eventually!
