It depends on how the laws are written where you live and it depends on any contract you have signed with the walker (and if the walker is an LLC or another form). Probably the dog walker is liable since the dog was his or her responsibility, but a dog bite is sometimes the owner's responsibility anyway depending on the law. Consult with a lawyer if you need to, but if you have a biting dog you also need to address your dog's socialization and training--the leading cause of death of pet dogs is when they are put down due to aggression showed to other people or dogs, and if you don't correct your dog's behavior with professional help, you are risking the death of your dog due to your negligence.
