It is not normal for a dog to be still panting over 24 hours after birth. Something may be seriously wrong with her if she ate 11 puppies. Her temperature is actually quite normal, since 38.05 C is the same as 100.5 F, well within the range of normal for a dog. She could have a temperature of up to 102.5 F, or about 39.2 C, and still be normal. However, because she ate all the puppies and because she is still panting, she should be seen by a veterinarian immediately, to determine if she has a serious problem.
