The term 'aggressive' varies. Aggressive towards what. Aggression Towards Animals: All terriers, some working dogs, and some herding dogs.
Aggression towards People: Depends. Chow-Chows can be very aggressive, but the same with poorly bred GSD, Dobermans, Rottweilers, Jack Russel, Mastiffs, Akita, Chihuahuas, etc.
Its poor genetics and poor upbringing that create an an aggressive dog.
Surprisingly enough, it's not the "bully breeds" ruling the top of the aggressive breed list. The top three breeds, in fact, are:
1) Dachshund
2) Chihuahua
3) Jack Russel Terrier
While they may not be the most DANGEROUS, they are most definitely the most prone to aggression, mainly because their owners treat them like little babies rather than dogs, and actually unknowingly promote the aggression.
Some breeds that have been known to be more aggressive than others include: American Staffordshire Terrier (aka PIt Bull), German Shepherd, Akita, Chow Chow, Doberman Pinscher, Rottweiler... Please keep in mind that all dogs have the potential to be aggressive and the ones listed here aren't necessarily tagged with this issue.

German Shepards and Chows bite the most frequently. Pit bulls and Rottweilers have bad reputations as being overly aggressive, but are actually very family-friendly and playful. However, if these dogs DO bite, the damage is likely to be more extensive than with most other breeds. Mountain dogs (Marmadukes, Huskies) are often the hardest to train.

No such thing as an aggressive breed, just bad dog owners. I have a Doberman Pinscher who's the friendliest thing in the world, so much for stereotypes. =) Pit bulls are also amazing dogs when raised well. Don't buy into what you hear!
