Such a phenomenon - a codex existing without an intelligent agents purpose - is called an AUTO codex. Auto codexes simply do not exist. A codex is simply a way of representing information using a set of symbols. It is intuitively obvious that codexes exist because intelligences create them in order to record information symbolically. DNA does precisely this and thus at least the DNA molecule must have been designed.
