For several reasons. First of all, they cannot run in water. water slows you down, so if a predator were to come, the horse would have a hard time getting away. So they refuse to go in the water for their safety.
Also, they have no idea how deep the water is. It could be a puddle or an ocean for all they know. Like a kid falling off a step in the swimming pool into deep water over their head. The horse is afraid this will happen to him.
