There are many reasons,
1. Cats shed - they lose and replace their fur twice a year in large amounts.
2. Kitty may have fleas, fleas will make the kitty scratch her fur. check her for evidence of fleas.
3. Kitty may have worms. if she has worms they will cause her to lick and scratch at her rear end, and base of the tail. Get her in to the vet to see if she has worms.

It might be a skin infection. or maybe your cat is licking it a lot because of stress, fleas (and related pests), or some other form of discomfort

It doesnt matter what breed they are. But there is a 50-50 chance that ur cat will be mean. No cats are truly mean. They just trust their instinks. My cats are both wonderful. i personally think that Siamese is a good breed.
