General Grant and the Union Armies created a strategy of pressuring Petersburg, Virginia, because it was the railroad center that supplied the Confederate capital of Richmond.
The battle was not a classic siege, because the city was never surrounded by the attacking force. The battle had many of the elements of a siege, including entrenchments (or 'parallels', or 'ditches'), huge mortars and siege cannon which were slowly brought forward, fixed battle lines, and an increasingly desperate stand by the defenders.
Unlike a siege, when the Confederates found they could no longer hold Petersburg, they simply left. In a normal siege (as at Vicksburg, MS) the defending soldiers end up surrendering because they have nowhere to escape to.
Whether or not it was a true siege, it came at great cost to the Union Army, but was eventually successful. The strategy was good. Petersburg fell, and the next day Richmond fell. The whole Army of Northern Virginia surrendered only a few days later.

To Ulysses Grant, his "slaughter pen" was either one or both assaults made at Vicksburg, Mississippi in May of 1863 or the second assault he ordered at Cold Harbor in June of 1864. In his memoirs he wrote: "I have always regretted that the last assault at Cold Harbor was ever made. I might say the same thing of the assault of the 22nd of May, 1863, at Vicksburg. At Cold Harbor no advantage whatever was gained to compensate for the heavy loss we sustained. Indeed, the advantages other than those of relative losses, were on the Confederate side."
