Assuming that the pool in question is in-ground - The plug is a valve which allows underground water to enter the pool. The reason for the spring loaded valve to let water enter the pool is that if there were a large amount of water underground the pool eventually could be lifted when the ground freezes or when the pool is emptied.

Main drains have two (2) holes one at the bottom and one at the side.. Most are plump from the sides..

Depending on the brand of main drain it could have two holes, one for a suction line and the other for a hydrostatic relief plug or valve. Or perhaps the second line is used to balance a skimmer? How about all of the above? Your pool pro may be the smart move here.

Or perhaps a line is plugged because it was leaking in the past and it was not affordable to fix for the previous owner.

If the main drain itself is indeed sucking water, here is the most important question, is the cover on secure and safe? Is the cover a safety cover?
