yes but I'm probably being biased since im jamaican and there you have to be eighteen but no one really cares 7 year old learn to drive also a lot of the American children I've met are to immature, excitable, and AD/HD infected so if you you want to drive go to a country its legal or no one cares like Jamaica but be careful i left that place behind so it might have changed
If he/she can reach all the controls, he/she can drive a car anywhere, but it will be illegal for a 12 year old to drive a car on the public roads in most, if not all, countries.
