No. Technically, a child has to be 18 in order to make this decision unilaterally (well, he still needs his dad's permission; his dad doesn't have to allow it).
Under that, it's up to the court to decide. If the parents can work it out between themselves, the court will (usually) go along with it. If both parents want the child and cannot agree, the court will consider the child's wishes, along with a lot of other factors, and make the determination. At 8, they're not going to give the child's wishes much weight. They generally start taking what the child wants more seriously around age 12, but it's still not the only factor.
