I believe there is a switch for the air suspension system on your 2001 Expedition located in the right front passenger footwell , by the right front kick panel that is turned off whenever the vehicle is jacked up or put on a lift where the wheels would be hanging
The 2003 has an electronic lift pump. The system is self priming if the lift pump is working.
The lift gate is on the rear of the Ford Explorer
open lift gate. remove 2 screws on top/side of lens assembly, then pry/pull the assembly out. brake /tail light should be #1157
