Yes, it is always necessary when carrying out repairs . The area surrounding the repair is sanded , and the primer patch extends outside the repair onto this "feathered" area. Both epoxy and urethane based primers are suitable.
sure , but it will flake
Yes, you can.
If your old epoxy is good then you can apply over it, but there are many facts to consider before applying over existing epoxy coating.
Yes, you can.
I like primer epoxy because it dries hard. But that's just me. It really depends on what your doing with it.
Look at label on can if urethane is oil based it should be fine. Think of it like basic chemistry. Oil and water dont mix, xlene based products are used to strip oil, so if ur using a xlene base over oil thats a no brainer. The urethane I use is a xlene base so I wld never use over oil. Im just not sure if they sell a oilbased urethane so check the labels
The Sharpie will eventually wash off the epoxy. The only way to keep any drawn image on it is to sand it down and do it or possibly draw with your Sharpie and apply a couple coats of epoxy clear coat over it.
There are two methods to waterproof your floor. One is to apply a waterproof membrane prior to putting tile or carpet. Dal Tile offers a great product made by Laticrete. The second is to apply a waterproof flooring material. The current trend is urethane / epoxy quartz broadcast flooring systems. A substrate of urethane or epoxy based material is put on the floor. Then a sand mixture is broadcast over the urethane /epoxy and rolled with a paint roller to embed the sand into the urethane / epoxy. After that has dried, a urethane clear top coat is applied. The resulting texture on the floor will depend on the amount of sand used and how many topcoats of urethane. I wouldn't advise this for a do it yourselfer. It's messy messy. You should be able to get it professionally done for less than $10 a square foot.

No, you should not apply urethane over deck stain. You should sand down the old deck stain first before applying any other type of finish.
