Yes they can. Add-ons are small programs that are used to extend the functionality of the program to which they will attach themselves. Now if the add-on is a malicious code rather than something useful, then it will infect its host. That's why the official site of a program having add-ons from third party companies on their page usually say only to install programs from reliable sources. So do install add-ons from trusted sources :)
You can get Addons from either: -Blockland Fourm's Add-On Page -Return To Blockland
umm ok this doesnt make this much since, if your asking if gmod damages your computer, it depends on which gmod you have (if you got it free its gmod 9, if you got it for $10-13 its gmod 10/11). in gmod 9 there were LUA viruses, in gmod 10 there are fake addon viruses so you should just scan for viruses when you download addons (www.garrysmod.org). if you play online there are some players who find it enjoying to spam props and nukes until you crash. also if your computer is lower-end then some of the maps and addons can crash it. but OVERALL no, garrys mod does not damage your computer, some addons and players do. just be careful which addons you download. if your just playing gmod to build contraptions, probably no dammage there. OK now if your asking about some sort of computer in gmod (PCmod?) that damages players or something like that try www.facepunch.com/index.php
Any addon is legal as long as it follows blizzards guidelines. Hence, most addons are legal.

In World of Warcraft, addons are little bits of code that allow you to do repetitive tasks, keep a database of information, and change the user interface (UI). These addons are free of charge (although you can still donate).
In order to manually install an addon, first download the addon and unpack its zip file. Everything contained inside the zip file should then be copied into the World of Warcraft\Interface\Addons folder. When you start up World of Warcraft again, click the "addons" button at the bottom left of the character selection screen and make sure that the addon is there and the box in front of it is checked. The addon should now be running properly. If the addon has not been updated for some time, you may need to click the "load out of date addons" option for it to work, but this increases the chance of the addon causing errors.

Download a wow addon manager like wowmatrix. Google Wowmatrix --- Inside your World of Warcraft game folder you will find a folder called "Interface". Inside is a folder called "Addons". Addons provided on abovementioned websites usually come zipped, with the files in a folder with the addon's name. Simply copy this folder entirely into the "Addons" folder. Make sure to quit WoW and restart it. At your character selection screen, at the bottom right, is a button "Addons". Click it to see a list of addons you are using. Make sure all addons you want to use have a tick in the box, and that the box "Load out of Date Addons" is ticked, in case you installed an older addon. Log into your character, and the addon should now be active.
no answers could be found on google, there are still more information to be found.
Go to garrysmod.org and download various addons. These after download are usually extracted to the [Steam Install Folder]/steamapps/[Steam User Name]/garrysmod/garrysmod/addons folder. But these addons have installation instructions most of the time.
