Yes, the solar cover should touch the pool water. The cover absorbs the heat from the sun and then transfers that heat to the water. If the cover does not touch the water, most of the heat will end up in the air between the cover and the water rather than going into the water itself. Hope this helps ...

If you received no instructions with the pool cover then you would let the cover rest on the surface of the water. The blanket needs to touch the water in order to transfer the heat to the water. I frankly do not see how in the world you could ever stretch the blanket over the pool and not have it touch the water. The mechanism for doing that would be horrendous, teadious, cumbersum, time consuming, difficult and etc, etc etc. The latter type installation would take many days in order to raise the temp of the pool and maintain it. Having the cover suspended has no beneficial results. Aditionally, how would you keep the cover in place when the breezes came up or during heavy winds? k

Down, if you hope to heat your pool with it the bubbles (in theory) will heat up from the flat side. As there is more surface area from the bubbled side more heat (energy) will transfer to the water. I've never read any studies myself but I've read differing opinions from people in other posts. Some state the the solar cover actually blocks the sun and less heat is transfered on sunny days and that it is more beneficial to use take the cover off. Personally I find that if you leave the cover on when not using the pool, except when it's raining, the temperature stays the highest. Ensuring the cover is clean and there is no standing water on top of the cover really helps.
