If you meet a file with the extension .exe, .dll and so on, you cannot do that. But you can open such files as *.ini, *.config and so (text based files). Right click on the file->Open with... Locate the notepad and double click on it.

You see, notepad supports all scripts, you can save a file as anything. But It cannot compile anything.....All it does is edit the text of any file.
A .txt can be read with notepad.

Launching a notepad window is mostly the same on Windows 8 except that without a dock / start screen patch program, you will have to launch it via the start page. Double clicking on a drive should open it on file explorer. The drive being opened by Notepad indicates that the default program assigned to open it is the notepad. exe. You can change this by going to the drive properties and changing the default program back to file explorer.
