Well normally you start from kittens by putting some cat litter in a special pan over the toilet seat so they relieve themselves there, then gradually remove litter week by week then the cat will eventually use the toilet, but as for flushing that's another matter I don't think they can
I'm sure that with enough positive reinforcement in the form of tasty treats, you can get a cat to do just about anything.

Keep the bathroom door closed but leave a litter box near the door, when you see it attempting to go in the bathroom introduce it to the litter box.
