Harvard's admissions committee does not tell the public how it makes its decisions, but it is a very competitive and rigorous process, and based on a number of criteria. Barack Obama would not have been admitted unless the committee believed he had all of the credentials to ensure success at Harvard. (It turned out to be a correct decision to admit him: he graduated with academic honors, and was the first African-American editor of the Harvard Law Review.)

He applied like anyone who wants to get into Harvard. He was not a legacy admission. He had an undergraduate degree from a good school- Columbia and I presume he got good recommendations. He may have received some special consideration as a minority applicant- Harvard likes to have a diversity in its student body.
I am not sure which office you are asking about. He was a state senator in Illinois, and then a US senator before he was elected to the office of presidency. In all cases, he got into office by campaigning and winning elections.

High school is less of a concern then college. And even the college is not critical. Good grades in classes is of more importance.

You definitely need to get great grades…not just good grades, but great grades. A high GPA and a high SAT score are a must. After you accomplish this, start thinking about ways you can separate yourself from the competition. Extracurricular activities are very important. Lastly, make sure you want to go to Harvard. I know a lot of students that thought they wanted to go to their dream school, but when they got in and went to that school, they were really disappointed. Pay attention to what actual students of Harvard are saying.

He has admitted that he went through a rebellious period of time, as many students did, but in the end, his grades at Occidental and at Columbia were good enough to get into Harvard University for graduate school. In law school, he achieved the position of the editor of the Harvard Law Review, the first black student at Harvard Law School to ever attain this.

When Obama was in highschool he let his grades drop, but apparently that was just because he was dealing with so much drama in his life. He ended up bringing up his grades and going to college in LA but half way throught the year he transferd to Columbia university, making good grades. and after colombia he went to Harvard where he did amazing.
