It depends on the station. Some Cadets can be considered as un-paid volunteers. Although in my area in Southern California it is a paid position. Usually the best way to get the position is to join a police explorer program. This is a un-paid volunteer position that allows you to gain hands on experience and skills a cadet would require. From there it would be easier to hire you into the cadet program. Programs in my area require that you be between the ages of 18-21 and are enrolled as a fulltime student in college. Call your station and ask them for details. Ask if they offer the program, and ask if they offer any volunteer programs, that could get your foot in the door.
