If it's like my Citation: Turn ignition to the "unlocked" position, but not until ignition is o"on"--so steering wheel is free. Remove horn fuse. Unscrew horn. Remove nut to steering wheel. Use a clamp to hold the locking pawl down as you remove the c-clip. Then, put nut back on column a couple turns, and remove steering wheel with puller. Remove the nut when wheel is loose.Then, you will see a big screw to the ignition lock. Next to it is a small switch that is the key "buzzer". Pull this straight out. Use big Phillips to remove ignition lock screw. Pull the old lock out sideways from column. Insert new one aligned just like old one. Reassembly is reverse, but you press on the sterring wheel, then tighten screw. No puller is needed to replace it.
