Well, for evaporated milk, I just mix up powered milk with half the water - or double the powder, however you want to look at it. If you means sweetened condensed milk, add some sugar. How much? Sorry, I haven't experimented here - maybe 1/4 cup per cup?

SWEETENED CONDENSED MILK
3 /4 C white sugar 1 /2 C hot water
1 C + 2 TBS powdered milk
Let sugar and water dissolve and add powdered milk. Beat well. Let stand 10 minutes. Cool well. This is the same as 14 oz can of condensed milk.

you cannot substitute condensed milk for evaporated milk. They are 2 different products. Condensed milk is very very sweet and thick and is usually used in combination or instead of sugar in a recipe plus other reasons. Evaporated milk like reg. milk is used as a liquid only in a recipe.

Evaorated milk can be used instead of cream as it is lower in fat. however if substituting evaporated milk with regular milk, remember that evap milk is called evap milk for a reason. for 1 Cup of regular milk, you must only use 1/2 Cup of evap milk and 1/2 Cup of water. mix the 2 together and it should work in the recipe. i have never had a problem with this.
