ONLY THE DEALER ACN PROGRAM THE SMART KEY .The electronic keys come from the vehicle prep center (DEPOT), not neccesarily from Germany. The used and available codes are kept in a data base by VIN #. A direct replacement wipes out its previous key and has to be ordered by reading the body computer, whereas a additional key adds one. Three codes were used, two for remotes and one for the emergency electronic key. If a key is replaced it is put in the ignition and until it is synced the body module will talk to it. This presumes the proper initial code was programmed at the parts center, corresponding to VIN#. This could take up to 20 minutes before it turns, another 20 minuted it will start the car and keep running.
The key receives energy from the ignition lock, if the remote battery is dead the car will start.
If the remotes are lost during delivery, a module has to be replaced and new keys will ship along with a learning key, whic is used to teach the module the new codes and then the remotes are each inserted for the learning process. The learning key is returned to the VPC and will not service any other car. The remotes as shipped (coded to the car) will unlock the doors but not keep vehicle running.
I have gone thru the frustration, the dealer ordered a replacement for a defective remote, someone got the code wrong, it disabled my good one.

To program the 2004 Concorde spare keyless entry, you can take the vehicle to the dealer or you can download the manual. In the manual, there are steps to reset the keyless entry using your vehicle's VIN and other identifications.

I found an Internet site which says how to program the keyless entry remote. But there is an error: this procedure is good for Elantra 2001 to 2003. Elantra 2004 must be programmed by the dealer. http://car.justanswer.com/hyundai/n1kw-program-remote-entry-hyundai-2004
