Remove the snap in place trim that goes all the way across the dash (steering column to glove box. Remove left side with light switch assembly. Remove trim arround instrument panel. Then remove instrument panel while taking care in disconnecting wiring and transmission indicator. Replace quarter turn bulbs that are blackened. Reverse procedure to reinstall.
on the bottom passenger's side of the timing cover, down by the crank pulley. It's held into the timing cover by an 8mm bolt. In order to get it out of the timing cover, you may or may not have to remove the AC compressor, I am not sure. The 1998 Ford Crown Victoria does not have a "governor" The computer has a rev limiter / speed cap that keeps the RPM's below the critical velocity for the drive shaft. This prevents the drive shaft from flying apart.

You need to remove the fuse for it, for that you'll need a manual for that model and year. The above answer is incorrect, sure you could do that but!!!! Check in the glove box to see if there is a round push button switch. If there is and it wasnt removed- this button will disable the traction control. To verify that it is off there will be a light that says traction control that will light up on the instrument panel. It will reset back to ON everytime the car is shut off. This is on a 1998 p71 Crown victoria, an LX Vic should be the same.
