The gasket is probably hardened to the pan and the block. Use a 1" putty knife to wedge it between the pan and block. This should break the seal.

After removing the 2 bolts...remove the side marker light as well, then slide the headlight assembly toward the fender(about 1") then pull towards you, to release it from the frame. It should pop right out on top of you.
