Remove wheel, remove cotter pin at bottom of tie rod, remove castle nut. Separate tie rod from spindle. Unscrew tie rod, Screw in new one, seat in spindle, install castle nut, install cotter pin, install wheel, go get a beer.
you need an inner control arm tool to get the old one off and tighten the new one.

On my '93 Voyager the jack is located in the engine bay, left hand side near the prop rod.
Check the tire balance. Check the tie rod ends, ball joints, and wheel bearings. Any of these could be the problem.
More than likely when the tie rod end is worn you will feel a shake come and go in the front end. It will feel like the tire is out of balance. Then most likely it is just the ball joint being loose. It will have to be replaced and an alignment is recommended.

Usually you would notice a vibration of the front wheels while driving. Lift one side of your car, grab the wheel by both hands and try moving it from side to side. Watch the tie rod end and you might see it loose at the ball joint.
The door lock rod in a 1990 wrangler, is assembled with a locking pin on each end of the rod. The locking pins connect the rod to the locking mechanism.
