I called Strutmasters and ordered a non air conversion kit!! Much easier and cheaper than purchasing the expensive air parts.
My conversion kit was a third of what I was going to have to pay for the air parts. My husband was sure glad I surfed the web that day!!

The air ride suspension relay is above the right cooling fan right in the middle of the hood crossover (above the radiator)

Something is wrong with your air suspension.
I know on a 1998 model it is right next to the air filter housing.

Based on my experience with my 1996 Town Car, the reason that the air suspension won't lift is most likely that the air bags in the back have developed leaks which causes the pump to burn out from continuous operation. Cost for replacing the system can range from hundreds to a couple of thousand dollars depending on part cost and repair facility. Normal springs may be substituted for the air system. It is a matter of opinion whether this deteriorates the car's ride, however it eliminates the need to replace the air suspension system every 80,000 miles or so.
