In an older car, all you need to do is turn off the running lights. in a newer model, it's likely that you won't have an option, but there may be a fuse you can pull. I wouldn't do it, though; I think there's a fine for it.
The license plate light on a Lexus may turn on and off if there is a loose wire. Try wiggling the wires around and see if the light goes on and off. If it's not a loose wire then the light bulb may have come loose and needs to be tightened.
Changing a rear license plate light on a 1991 Toyota Corolla will be very easy to do. You need to take the license plate off and then unscrew all the plastic screws holding the light cover in place. After the screws are out, remove the cover and unscrew the old bulb and replace it with a new one.

The clear covers for the license plate light bulbs have small arrows pointing in one direction. Simply push the cover to the direction of the arrows and the covers will slide off allowing for the old light bulbs to be replaced.
