Go to your local parts supplier and get an exploded picture of the steering column. Most will have this as a free service. The steering wheel has to come off, as well as some pieces to get to the bolts that hold it together. Tighten the bolts and it should be fine. This is a common problem and will probably take you about 1 - 1.5 hours to do depending on options vehicle has.
I did it in my 1990 full-size blazer by just hitting a wrecking yard and replacing the entire steering column. Since my Blazer matches also many of the full-size trucks, I just pulled the column from a matching truck. I had to make sure that the wiper control module matched and that the automatic shifter column matched my shift rod. It was $100 and took about 1 1/2 hrs.

the steering wheel has to be pulled off so you can get to the upper cover on the steering column to take the screws out to get it off and then you can get to the switch.

A wire is broken, or pulled out of the multifunction switch plug.
The wires through the steering column and the rotating connections probably have a break or a bad connection. the steering wheel may have to be pulled to find the cause.
Some older cars have a metal tab on the underside of the steering column which must be pulled out to release the key.

The rubber membrane over the radio buttons has to be pulled out to reach the shaft of the steering column. Remove the screws holding the turn signal mechanism and the handle attached to it. Gently pull the mechanism out and away from the shaft. The center of the wheel is attached to the shaft by a nut on a splined shaft. After removing the nut the wheel can be wiggled and pulled off; UNLESS it is a tilt-steering mechanism. They have an extra screw on the right side of the column that requires a special tool to remove. Most part stores will have it.
Two torque screws on the back of the steerin g wheel release the airbag (TAKE out the Airbag fuses and disconnect the Negative battery cable first!). Steering wheel must be unbolted and pulled. Key switch taken out. The rest is self-expanatory.
The hood on a 1995 BMW is opened by locating the hood release below and to the left of the steering column. It is pulled outward to release the hood and the latch under the lip of the hood is lifted to open the hood.
Up inside dash on drivers side to the left of steering column. Pull bottom panel off and look to the left of steering column. You will see a holder that will have a round silver relay and then a black square one. The square one is the one that you want. I just pulled mine and it is in the drivers side kick panel not the steeering wheel panel. The earlier like 1992 was there.
