Any potentially hazardous food should not sit out for more than two hours (less time is better). At that time, it should be refrigerated. You could keep it out longer, but then you need to track temperatures and might end up throwing it away.

Unless you value your corned beef, I wouldn't let it sit in water longer than 10 minutes. It will lose its taste and colour very quickly when exposed in pure (read: unsaltened) water.

The longer it stays in the refrigerator the mushier it will become. This should be cooked as soon as it is made to prevent mushyness.
