For several years of the Chevy astro van had a power brake and power steering system that was linked together. Instead of a brake booster, the power steering pump provides power to the power brake system. Often, if the brake pedal would become hard to push, it is a power steering pump problem. Change the power steering pump and the power steering fluid and your problem may disappear.
The simple answer is, never. Both of these fluids only nedd replacment when other service is done. Ie: master cylinder replacment.
Read the owners manual. It has that information.

You do not need to change it at all, unless you have replaced some long brake lines. Just make sure that the level of the fluid is proper.
Change engine oil each 3-5K miles, transmission fluid each 60K miles, use good quality gas, timing belt each 80-90K, check often coolant level, power steering fluid level, brake fluid level, change the air filter each 15-20K.
If, as you say, it needs doing then it should be done as soon as possible. Brake fluid seldom needs changing though it does degenerate over time, mainly by absorbing moisture. The precise detail will be in your manual. The fluid reservoir needs checking topping up occasionally and certainly will require it after a brake pad change.
Usually it's low brake fluid or a problem with the abs. Check the brake fluid reservoir. Often the brake fluid will go down as the brake pads wear and the calipers has to travel further.
