Open your hood and go to front next to wipers, on each side you will see a plastic wing , turn and lift off cover, it will be on drivers side.

The OBD port on a 95-99 Buick Riviera is directly underneath the steering wheel kick panel, look for a small sliding door up under the dash. One odd thing about the '95 riviera is that while the plug for the reader is an OBD II form, the computer is actually only OBD I compatible, it has come to be known as an OBD 1.5. 96-99 are all fully OBD II.

On my 1990 Buick Lesabre it is on the underside of the dash in the middle of the car. Go to you ash tray and look under the dash. There will be a rectangular hole through the plastic and the plug will be in there.
This question eluded me when I first got my 1996 Buick, lucky for me when I looked under the drivers side dash I found an access panel open which would not be normally be that way. Inside this panel is the OB2 port.

It's the same hole as the headphones port.
They are usually on the drivers side, near the firewall, by the dryer. The dryer is that largish aluminum canister that is up front.
By the firewall, under the hood, passanger side. The receiver/dryer is about the size of a large tin can. The low pressure port is on the line that leads out of the receiver/dryer.
