But while some presidents are more effective than others, the American system of government provides checks and balances; this means that the executive branch (the president) will be unable to become too powerful (like a king or queen), since the president must answer to the congress, which is still responsible for making the laws. Even when the congress and the president are from the same party, there is a limit to what the executive branch can do without the approval and participation of the congress.
