First check the thermostat to see if the engine i sheating and cooloing properly. Next check the Heater core, it may be plugged up. You should also take a look at the intake gasket to make sure it isn't leaking coolant into the engine.

First check that the water level isn't low. But my bet is that the thermostat is weak and a new one will fix it. (but keep the old one). I had a '91 that never got past 140 degrees when it was new. I actually liked it that way. However, in really cold weather, the transmission would not allow the car to shift into 4th gear because of low engine temperature(it rarely went above 120). Also, it got kinda cold in the car! I saved that thermostat and used it most of the time. I bought a new thermostat which I used only in the winter months. Yep, I swapped it out twice every year! In fact, I wish I still had that thermostat...I just bought another 1 generation lumina.
